| additional remarks | Die Migrationsfrage gehört zu den drängendsten politischen und humanitären Herausforderungen der Gegenwart. Der in Marrakesch (Marokko) am 10. Dezember 2018 unterzeichnete globale Migrationspakt wird als eine Erweiterung der allgemeinen Erklärung der Menschenrechte von 1948 aufgefasst. In der Sprache der modernen Menschenrechte verschmelzen zwei sich unterscheidende Kulturen: eine naturrechtlich vom Christentum geprägte Kultur und eine, die von der Aufklärung herkommt. In der Gleichheitsidee stimmen die beiden Kulturen überein. Im Detail geht es um die historische und rechtliche Entwicklung der Menschenrechte von der Magna Charta über die Bill of Rights zur französischen und amerikanischen Menschenrechtserklärung. Interessante Besonderheiten weist die deutsche Geschichte auf: der Westfälischer Frieden von 1648, die Paulskirchenverfassung von 1848, die Weimarer Verfassung von 1919, die Allgemeine Erklärung der Menschenrechte (1948) und das deutsche Grundgesetz (1949). Zu erinnern ist an die Menschenrechtspolitik als außenpolitisches Instrument der westlichen Staaten zu Zeiten des "Kalten Krieges". Phasenweise war die Politik der humanitären Intervention; höchst aktuell. Nicht ausgelassen werden soll die damalige Stellungnahme von Marx zu den französischen Menschenrechten. |
