Content
The module introduces the fundamentals of Policy Analysis, covering key concepts, theories and methods. At its core the module addresses the content, implementation and outcomes of government activities in various policy domains. According to Thomas R. Dye, policy analysis is concerned with finding out "what governments do, why they do it, and what difference it makes" (Dye 1977). Different answers to this question have led to the emergence of different schools of theory. Starting with an overview of the field of Policy Analysis, the module will work through the foundations of the main theoretical schools discussing them based on concrete examples.
Learning Outcome
After participating in the module’s courses, students will be able to define basic terms, concepts, theories and questions related to Policy Analysis; to use the basic scientific methods of Policy Analysis; to relate different theories and approaches of policy analysis to selected examples and review their explanatory power; to identify the constraints and determinants influencing the development of political communities; and to categorize criteria for evaluating policy outcomes in various contexts.

Learning and Teaching Methods
In the lectures, the basic concepts, theories and methods of policy analysis are presented making use of general examples. As part of accompanying exercises, these contents are more deeply examined and worked with making use of specific examples. During these exercises, students will have the opportunity to learn through contributing to in-depth discussions and practicing with concrete examples.

Description of exams and course work
The module exam consists of a 120-minute written exam in which students are expected to recall and remember basic theories, methods and empirical findings of policy analysis without any aids (foreign students are allowed to use a German dictionary). Both knowledge and transfer questions are asked, which must be answered with the help of independent formulations. The exam content consists of questions related to the contents of the lecture, literature, and exercises.
